This complete comes in a 7.5x28. This size is designed for 7-9 year olds. Shoe sizes 1-2, but if your child has a little bit bigger foot than a size 2; it's not necessary set in stone they stay within those parameters. Either a 7.0 or 7.5 will be perfectly fine for this age group.
